Bulkley Valley Harm Reduction Society

Temporary Winter Shelter

Our winter shelter in Smithers is now open 24/7 until March 31st. We have food and space to warm up available.

Bulkley Valley Harm Reduction Society is a newly incorporated nonprofit, rooted in years of grassroots work across the region.

Our team has lived experience and professional expertise in harm reduction, peer support, and rural outreach. We are committed to addressing the harms of housing insecurity, discrimination, and the criminalization of poverty and substance use, and to building safer, more equitable systems of support for everyone.

We work from a people-first, strengths-based approach, grounded in a deep understanding of the structural causes of homelessness and substance use. Guided by the principle of “Nothing About Us Without Us,” we prioritize the leadership, consultation, and employment of people with lived and living experience of homelessness and/or substance use (PWLLESU/H).

Our Philosophy & Core Values

We believe that everyone deserves access to basic needs — no matter their substance use, mental health status, or housing history.

Our Approach

  • Harm Reduction: Meeting people where they’re at.
  • Housing First: No preconditions. No judgment.
  • Lived Experience: Grounding our work in real expertise and real voices.
  • Low-Barrier Support: Designing services that remove barriers — not add them.

Our Values

  • Dignity & Autonomy
  • Trauma-Informed Practice
  • Cultural Safety
  • Equity & Inclusion
  • Community-Driven Solutions

Who We Serve

We support individuals who are unhoused, street-involved, or precariously housed - especially those who have historically faced the highest barriers to care.

Our focus includes:

  • Indigenous Peoples
  • People Who Use Drugs
  • 2SLGBTQIA+ Community Members
  • People Living with Mental Health Challenges
  • People with Disabilities or Neurodivergence

We work to create safer, culturally responsive spaces for everyone - especially those too often left out of mainstream support systems.
